Offering these ship types as Premiums before the game mechanics and some semblance of balance is probably a financial decision more than technical. As best as I can tell they have not yet succeeded which can account for the delay I suppose. WG is playing with loadouts, airspeed, aerial combat among aircraft types to try and balance the CV versus the surface ship.

Basically the range of the weapons system of a CV, along with spotting, is entirely across the game maps. This is something, along with the devastating power of aircraft, which costs a miniscule amount versus a BB or other ship type. Maps are certainly too small for proper CV play especially in the time limits of single games.

However putting in the CV was a player necessity for a WW2 game even though they rarely saw their opponents on the surface. I believe that is why the top tier BBs for the RN were basically abandoned. IRL carriers replaced BBs as the premium attack ship in WW2. Every possible argument for and against has been exhaustively detailed. However I have seen the fission on the forums about CVs. I am going to take the Queens shilling and start playing the RN BBs (bit of an Anglophile) next. I haven't got around to even attempting to play CVs yet with so few games on my resume.
